The Commission for Social Care Inspection (CSCI) has launched a new investigation into the care of people with dementia and those with learning disabilities and has a new package of tools to aid it.
Starting in September 2007, CSCI will inspect over 100 care homes for older people using a new tool called the Short Observation Framework for Inspection (Sofi).
Developed with the Bradford Dementia Group at the University of Bradford, Sofi will involve specially trained CSCI inspectors observing care home residents with dementia in communal areas for about two hours. This will allow them to check for clues in pople's moods and responses.
Before the new method, inspectors sometimes found it difficult to assess some people living with dementia in a care home as they often have impaired cognition and communication, meaning that enablers have had to rely on carers and residents with mild dementia to report a general picture of the experience of residents in care homes.
During the inspection, CSCI will also talk to care home staff and study care home records. The selection of homes will be chosen to include a range of facilities, with a mixture of large and small care homes being inspected. General care homes for older people, as well as those specialising in the care and support of people with dementia, will be targeted.
